On November 12, 2002, the Costa Rican government reversed approval of Mallon Oil Company's Environmental Impact Study, preventing the administration from signing a contract with Mallon for oil explorations in northern Costa Rica. The Costa Rican Minister of the Environment rejected appeals by U.S. oil companies, and upheld the ruling of the technical oversight panel (SETENA), which declared oil development on the Caribbean coast “environmentally unviable.”

Global Response members wrote letters of thanks and congratulations to newly elected president Abel Pacheco, who in his inaugural address declared a new era of “peace with the environment.”
